IVF and insurance
Does insurance cover IVF? Often only partly, and here is what it costs without it
In the US, 15 states and DC require IVF cover, but self-insured employer plans, which cover about 65% of insured workers, are exempt. Ontario funds one cycle per lifetime without drugs, and Australian Medicare pays a rebate of about AUD 2,800–3,200 per cycle. Self-paid in China, one cycle typically costs CNY 30,000–40,000 (≈ USD 4,500–5,950) at public hospitals.

United States
A state mandate may not apply to your plan
Fifteen states and DC require insurers to cover IVF, but self-insured employer plans, which cover about 65% of insured workers, are exempt from state mandates, and there is no federal IVF cover. Without cover, one cycle including drugs and testing averages USD 15,000–30,000. Ask your plan in writing whether it covers IVF, drugs and embryo testing.
UK, Canada and Australia
Public funding pays for part, or for one cycle
In England only 24% of IVF cycles were NHS-funded in 2023. Ontario funds one cycle per lifetime for people under 43 but not the drugs, which cost about CAD 5,000. In Australia, Medicare pays a rebate of about AUD 2,800–3,200 per cycle with no cap on the number of cycles, and the average out-of-pocket cost is still about AUD 5,748.
The China route
A self-pay comparison, at capped prices
Chinese medical insurance now covers IVF items in every province, but only for insured residents, so a visitor pays the full price. Whether any Chinese commercial insurance covers a visitor’s IVF needs checking case by case, so we do not promise it. Shanghai caps each step at public hospitals, such as CNY 2,500 (≈ USD 370) for egg retrieval and CNY 4,200 (≈ USD 630) for embryo culture, and we send you a self-pay quote next to your out-of-pocket estimate at home.

Common questions
How much does IVF cost with insurance?
It depends on what your cover pays for. In Australia, Medicare pays a rebate of about AUD 2,800–3,200 per cycle, and the average out-of-pocket cost is still about AUD 5,748 (comparison site, 2026). Ontario’s funded cycle does not cover drugs, which cost about CAD 5,000. In the US, cover depends on your state and on whether your employer’s plan is self-insured, so ask your plan for its written terms on IVF, drugs and frozen transfers.
Does insurance cover IVF?
In the US there is no federal IVF cover. Fifteen states and DC require it in 2026, but self-insured employer plans, about 65% of covered workers, are exempt. In England 24% of IVF cycles were NHS-funded in 2023, and Ontario and Victoria fund a limited number of cycles. In China, insurance covers IVF only for insured residents, so visitors pay in full.
How much does IVF cost without insurance?
Published examples: USD 15,000–30,000 per cycle in the US including drugs and testing; about GBP 6,210 on average in the UK with drugs and ICSI; CAD 15,000–20,000 in Canada; and AUD 8,000–15,000 in Australia before the Medicare rebate. In China, a cycle typically costs CNY 30,000–40,000 (≈ USD 4,500–5,950) at public hospitals, and foreign patients pay that without insurance.
Is PGT-A testing necessary, and is it covered?
In China, embryo testing is allowed only for medical reasons, such as a known genetic condition, and is not offered as routine screening. Beijing added single-gene embryo testing to insurance for insured residents in 2022 at CNY 5,050 (≈ USD 750) per embryo; visitors pay in full. Shanghai caps the embryo biopsy at CNY 1,560 (≈ USD 230) for the first embryo, with the lab test charged separately. Whether testing is right for you is a decision for your fertility doctor, and cover at home depends on your plan.
